  7.     Q. Have you had any surprise at all in this first week of
  8. war?
  9.  
  10.     A. The biggest surprise, and it's a very pleasant one, is
  11. so far the exceptionally low number of casualties we have
  12. taken. Nobody expected the casualties to be this low.

  15.     Q. Did the Iraqi response, or lack of response, surprise
  16. you?
  17.  
  18.     A. No, no, we had been told that they might do that. It is
  19. not the most desirable outcome, but it certainly doesn't come
  20. as a surprise.

  23.     Q. Why do you say it isn't the most desirable outcome?
  24.  
  25.     A. Well, the fact that they have chosen not to fight us in
  26. the air is not the most desirable. The Air Force guys would
  27. tell you that if they had their druthers, they'd want those
  28. folks to come up and fight them so we could go ahead and
  29. eliminate them much quicker. But we had been told that Saddam
  30. Hussein decided a long time ago that he would weather our first
  31. strike, and then having done that, he would bring his forces
  32. to bear and defeat us.

  35.     Q. Is it realistic to think he can do that?
  36.  
  37.     A. I don't think so. I don't think so at all. Again, I think
  38. this is another miscalculation. I think Saddam Hussein thought
  39. we were going to do things the way he does business. After one
  40. or two days the air campaign would be over, and then we would
  41. not be able to sustain a campaign against him. That is totally
  42. incorrect.

  45.     Q. Can you sustain this campaign as long as you want?
  46.  
  47.     A. Absolutely. There's no end to it.

  50.     Q. Is there anything you can think of that Iraq might do to
  51. give people a nasty shock?
  52.  
  53.     A. We know there is chemical capability. We know Saddam has
  54. an aerial-delivery capability of those chemical weapons. He
  55. used them on his own people. So a nasty shock would be if he
  56. were somehow to launch a surprise attack against our forces,
  57. blanket them with chemical weapons and kill large numbers of
  58. Americans and our allies. So, of course, we've got a strategy
  59. to defeat that. One of the biggest errors a commander can make
  60. is to assume away the capabilities of his adversaries. I'm not
  61. going to make that mistake.

  64.     Q. Do you envision a ground attack against our forces?
  65.  
  66.     A. The likelihood of him launching a ground attack of any
  67. magnitude and achieving an element of surprise is unlikely. Now
  68. he might mount a battalion-size attack and catch one sector of
  69. our forces by surprise. But the big question is, Does he have
  70. a chemical capability with his Scuds? If he were to start
  71. lofting these missiles into the populated areas of Saudi Arabia
  72. or Israel, that would be an undesirable development.

  75.     Q. Is an allied ground offensive going to be necessary?
  76.  
  77.     A. We have an integrated campaign plan we are going to
  78. continue to execute until we have accomplished the objectives
  79. of the United Nations resolution. We're prepared to do whatever
  80. is necessary to accomplish that. The real question is what is
  81. going to be necessary before Saddam Hussein realizes, or his
  82. people realize, that they're going to lose this war, and it is
  83. to their advantage to terminate it on the grounds of the U.N.
  84. resolution. Saddam Hussein is literally destroying his own
  85. nation right now. Clearly we are doing everything we can to
  86. avoid killing innocent people, and that has given him a shield
  87. behind which he can hide. We're willing to do that to
  88. demonstrate to the world that this is not a war against the
  89. Iraqi people. I don't know how long we will continue to do
  90. that. I don't know what the limits of American tolerance would
  91. be before the rules of the game change. If he starts using
  92. chemical weapons and kills large numbers of innocent people,
  93. I'm not certain I'd be willing to sit back and say we're the
  94. guys with the white hats.

  97.     Q. The stakes in this conflict are pretty high.

  99.     A. Higher than in any conflict since World War II. But we're
  100. not going to lose. The only question is what we have to do to
  101. win.
